PHTC REFERRAL COMMISSION POLICY
1. Purpose
This policy defines the guidelines for commission entitlement, computation, qualification, and payout for PHTC Member Affiliates who refer and generate confirmed business for PHTC programs and services.
2. Scope
This policy applies to officially registered and active PHTC Member Affiliates who:

Refer participants to public training programs

Secure in-house training engagements
-
Generate consultancy or partnership contracts
-
Facilitate corporate enrollments
3. Commission Rate
PHTC shall grant a fixed commission rate of 10% based on the net collected revenue from referred and confirmed business.
There shall be no tiered or variable commission structure under this policy.
4. Basis of Commission Computation
Commission shall be computed as follows:
Commission = Net Collected Revenue Ă— 10%
Net Collected Revenue refers to:

Total contract amount
-
Less VAT (if applicable)
-
Less discounts granted
-
Less refunds or adjustments
-
Based strictly on actual collected payment
5. Minimum Commission Payout Requirement
To qualify for commission payout:

The Member Affiliate must accumulate a minimum net commission amount of ₱2,000 within a payout cycle.

If the computed commission is below ₱2,000, the amount shall be carried forward to the next payout cycle until the minimum threshold is met.
6. Qualification Criteria
Commission shall only be recognized if:

The referred client or participant is properly endorsed and acknowledged by PHTC.

The program or service has been delivered.

Full payment has been received by PHTC.

The affiliate is in good standing with PHTC at the time of payout.
7. Installment Payments
For accounts paid in installment:

Commission shall be released proportionately based on actual payments collected.

The ₱2,000 minimum threshold requirement still applies.
8. Payout Schedule

Commission computation shall be done on a monthly basis.

Cut-off period: Every 30th/31st of the month.

Release of commission: Within 15–30 days after end of cut-off period, subject to completion of requirements.
Payment shall be made via bank transfer or other approved payment channels.
9. Non-Eligibility and Forfeiture
Commission shall not be granted if:

Client cancels enrollment or contract.

Payment is refunded.
-
Referral is not formally documented or acknowledged.
-
Affiliate engages in misrepresentation or unethical marketing practices.
PHTC reserves the right to deduct or offset future commissions in case of adjustments or chargebacks.
10. Dispute Resolution
Any dispute regarding commission computation must be submitted in writing within five (5) working days from receipt of commission report.
11. Amendments
PHTC reserves the right to amend this policy in alignment with operational sustainability and strategic direction.
